Federal budget promises to lift T4A moratorium in bid to stamp out Driver Inc.
The federal government says it will lift the moratorium on T4A forms in an effort to stamp out the misclassification of truck drivers, a scheme labeled within the industry as Driver Inc.
The announcement comes as the feds announce their budget.

“Trucking is vital to connecting Canada’s vast and expansive territory and bridging our united economies — but not at the expense of industry standards and tax obligations,” the government said in a release.
“Too many trucking companies and the drivers they hire are in non-compliance with tax obligations. Some companies erroneously and deliberately misclassify their truck drivers as independent contractors, instead of on-staff employees. These practices undercut competition in the sector and unevenly punish rule abiding companies and deprive workers of the benefits and pensions they are owed.”
The budget sets aside $77 million over four years beginning in 2026-2027 with ongoing funding of $19.2 million annually for Canada Revenue Agency to lift the moratorium on the penalties for failure to report fees for service transactions in the trucking industry and to implement a program that addresses non-compliance issues related to personal service businesses and reporting fees for service.
The budget would also propose amending the Income Tax Act and Excise Tax Act to allow CRA to share taxpayer information with Employment and Social Development Canada to allow for better enforcement against driver misclassification.
“Budget 2025 is cracking down on Driver Inc., closing loopholes, making our roads safer, and standing up for drivers and businesses that play by the rules,” said Francois-Philippe Champagne, Minister of Finance and National Revenue. “We are lifting the moratorium on T4A penalties in the trucking industry as part of a series of targeted measures to combat misclassification. In doing so, we are working to guarantee the benefits workers are entitled to, improve safety for Canadians, and ensure that everyone pays their fair share.”
“Trucking companies who follow the rules should not be put at a disadvantage to those who do not,” added Wayne Long, Secretary of State for CRA and financial institutions. “With the budget measures we are proposing, we will be levelling the playing field, strengthening tax compliance to ensure everyone pays their fair share in supporting the programs and services Canadians depend on, and supporting access to benefits for workers in a key sector of our economy.”

GOV should also have MTO checking US Carriers that are hauling interprovincial freight while running through Ontario,
they could be checking these guys to see if they are hauling freight in Ontario when they shouldn’t be,
this is done on a regular basis, and these guys are generating revenue in Canada without paying Canadian tax.
we are not allowed to do this in the US, it is called the Cabotage rule, they should not be able to do this in Canada.

A day late and a dollar short, ain’t that just like the governments both provincial and federal. How long has this “Scam” been going on and their just figuring it out now. Same for the Americans coming up here and hauling loads within Canada. We can’t do that in the U.S. so why do we allow them to do it here. Weak self-serving politicians with no balls and are willing to sell out to these bad actors. The worst of all is they know what’s going on, and do nothing
Another pressing issue that’s high on Canadians minds, I’m sure the folks getting laid off in Ontario are all very concerned with contract drivers or is it the greedy corporations that can’t compete

I have been in the trucking business for 50 years and it’s way worse than it was before. Why is this liberal government now wanting to something about Driver Inc are they scared they might get to have to call enough election. Send all the companies using Driver Inc back home to start with. Then clean up the shady carriers and maybe companies that pay taxes might be able to pay drivers a fair wage This shit with driver inc has gone on way to long. We have all these Military personnel sitting around gathering up pay checks get them to be posted at scales and check points. All they need to do is have the driver produce their pay stubs And if they Can’t arrest them on the spot My god I don’t know how stupid you have to be to become a politician There is no way they were born this stupid. They must have to go to school to learn how be this stupid The rest of us working class people that pay our 35% taxes are getting tired of paying for our new Canadians not paying But wants free healthcare and schooling for their children Send them all back to the home land where they belong
They say they will educate these carriers, the same carriers that know exactly what they are doing. The drivers to, they are educated ahead of time to exploit the system, then cry when it goes wrong. How is it that you come here as a student, then all of a sudden you are a truck driver. Granted a lot of drivers are exploited, but they started this themselves by gaming the system.
And … just like the MTO’s driving school curriculum delay, this will get pushed into 2029/2030 easily.
It’s a wonderful gesture, but it’s simply too little, too late.
