Fines on the rise in BC for failure to display municipal decals

VANCOUVER — Enforcement officers in the Lower Mainland have stepped up enforcement against carriers without Municipal Commercial Vehicle decals.

According to the B.C. Trucking Association, more and more carriers without special Municipal Commercial Vehicle Licence decals or plates are getting hit with fines in Richmond, Vancouver, West Vancouver and North Vancouver.

The Municipal Commercial Vehicle Licensing Program collects licensing fees on behalf of the Union of British Columbia Municipalities (UBCM). UBCM then divides the revenues among the municipalities participating in the program on a per capita basis. License fees range from $20 to $40 per vehicle. Currently there are 102 municipalities in B.C. that participate in the program, and all participating municipalities honor each other’s decals.

BCTA has opposed the municipal decal requirement and has advocates its abolition, because “the benefits once provided to commercial vehicles within a municipality (for example, commercial loading zones) have been greatly reduced or else are virtually non-existent.”
