MONTREAL, Que. – Anything from high winds to constant vibrations or even concrete bubbles could have triggered the fatal collapse of a highway overpass in Quebec last summer, says a provincial report on the tragic incident.

The accident, on the Souvenir Blvd. viaduct over Hwy. 15 in Laval on June 18, killed one motorist and left two others badly injured.

The report was prepared by a panel of engineering experts for Quebec Minister of Transportation Guy Chevrette.

In the report, the engineers said the critical supports holding up the structure were not strong enough to cope with the mass of the shifting concrete. n
