WINNIPEG, Man. – The City of Winnipeg plans to spend $1.2 billion over five years on capital improvements, but most of that money will go into infrastructure that will rarely see a transport truck.

The lone, $8-million exception will be the extension of Moray St., from Roblin Blvd. to Grant Ave. The heavy-use, four-lane road will cover a distance of little more than a single kilometer. n
