New highways program could be a go by March

OTTAWA, Ont. — A new $2 billion federal program that will go towards building highways across the country will be in place as early as March, according to Finance Minister Paul Martin.

The new foundation will operate at arm’s length from Ottawa, Martin said, and will encourage private-sector partnerships.

The Strategic Infrastructure Foundation was a part of this week’s federal budget – one of the few areas that didn’t directly relate to national security.

“If you look at the infrastructure needs in the country, they are so great that is really is important to create a vehicle that is going to be able to operate in good times and badthat isn’t going to be dependent on the whim of government funding,” says Martin.
