ALEXANDRIA, Va. — The American Trucking Association is reporting a 9.5 per cent freight volume decline for August.

Officials blamed the drop on decreased manufacturing levels, low retail sales and the East Coast-Midwest blackout. But they predicted volumes would soon recover because lean inventories and increased orders for manufactured goods would drive up future volumes.
