Cansfield out of transportation; former tourism minister takes over

QUEEN’S PARK, Ont. — As part of a cabinet shuffle which includes 10 new faces to the re-elected Ontario Liberal government, Premier Dalton McGuinty sent former Transport Minister Donna Cansfield to head the Natural Resources portfolio.

Taking her place in the transport ministry will be Jim Bradley, formerly minister of tourism.

Cansfield was a strong supporter of the Ontario Trucking Association’s proposal to have all truckers entering the province to program the vehicle engine’s ECM to cap speeds at 105 km/h.

Earlier this year, she promised her government would introduce such legislation if it were reelected in October. It was, but now Cansfield has moved on, and it remains unclear if Bradley — who likely still has to be briefed on the plan — will run with the idea or if his arrival would delay legislation indefinitely.

There’s also a small chance — albeit an unlikely one — that Bradley could shelve the proposal.

Transportation Spokesperson Bob Nichols could not speculate on any of those possible scenarios at this point. As to whether he thinks speed limiters will also be one of the new minister’s main priorities, Nichols said to TodaysTrucking.com, “I just don’t know.”

The plan is strongly supported by the OTA, the OPP as well as various safety and insurance groups. However, it is being challenged by the Owner-Operator Business Association of Canada, U.S.-based OOIDA, and the Private Motor Truck Council of Canada.

Meanwhile, Environment Minister Laurel Broten, who also reportedly supported speed limiters as a fuel-saving initiative, was replaced by veteran MPP John Gerretsen.
