ICBC pulls air brake authority from alleged licence mill

SURREY, B.C. — B.C. transport officials are attempting to shut down a Surrey truck driving school accused of dolling out forged class 1 licence documents to about 160 Indian immigrant drivers.

ICBC has already yanked South West Driving Academy’s licence to issue air brake certifications and is continuing to shut it down entirely, according to the Surrey Leader.

Furthermore, all driver licences obtained from the school are under investigation.

The drivers — most of whom are Indian immigrants — allegedly obtained commercial licences using fake documents stating the level of driver experience needed before getting a Class 1.

South West has been the subject of a yearlong investigation by ICBC. A 108-page search warrant was issued and executed in May.

ICBC spokesman Doug Henderson told the paper that South West has asked for a hearing before the Superintendent of Motor Vehicles. It’s been scheduled between Oct. 30 and Nov. 1.

South West owner Kamal Singh did not respond to the Leader’s request for comment.

However, if an applicant can prove they acquired the equivalent amount of required driving experience in their country of origin, they can bypass the whole process and go straight to truck driving school.

According to ICBC, an undercover officer approached South West posing as a truck-driving student. For a fee of $400, he was offered fake documents purporting to be from authorities in India that showed he had a clean record.
