Next AMPS review phase kicking-in

OTTAWA – Effective Dec. 15, 2010, Phase 2 of the Administrative Monetary Penalty System (AMPS) review will combine 68 contraventions to a single code as well as adjust penalties for certain other contraventions.

Phase I of Canada Border Services’ AMPS review introduced 12 codes for low to medium-level contraventions, which allows carriers to address compliance issues within a 30-day period without suffering additional penalties for the same violation.

Phase II will add 11 more codes to the 30-day non-escalation.

It also lowers the fines for two violations, C189 (Failure to answer truthfully) from $1000 at level one to $600; and C269 to C272 (Record keeping requirements for brokers) from $1000 at level one to $300.

CBSA has also deleted other contraventions and has updated numerous administrative details, including, among other things, allowing the use of debit cards to pay for penalties.
