Virginia Releases Tax Amnesty Guidelines

RICHMOND, Va. — The Virginia Department of Taxation has released guidelines concerning its tax amnesty programin effect from Sept. 2 through Nov. 3.

The program allows taxpayers to have existing penalties and one-half of the interest accrued on delinquent taxes waived by the Department, if the full amount of tax and the other one-half of accrued interest is paid during the amnesty period.

The guidelines contain details about specific taxes and taxable periods eligible for amnesty, liabilities not eligible, post-amnesty penalty assessments, general eligibility rules, payment plans, denials of amnesty, refunds, appeals, offers in compromise, and collection activity. In addition, the guidelines say that a nine per cent interest rate will be used to determine interest on previously unfiled returns or underreported income.

Arizona and Maine also launched tax amnesty programs this month. Missouri and Florida have amnesty offers that began earlier this year and will run through Oct. 31, 2003.
The amnesties are of special interest to carriers who owe business taxes in these states.
