On Thin Ice: Truckers with snow on trailer may face fines in Pennsylvania

HARRISBURG, Pa. — A Pennsylvania state lawmaker has introduced a bill that would fine drivers for failing to remove ice and snow off of their vehicles. Truckers operating heavy vehicles could be charged as much as $1,500 under the rule.

Sen. Lisa Boscola, D-Northampton, said her proposed bill would permit police to pull over drivers whose vehicles are not cleared of snow and ice. Violators in cars would face a fine of between $25 and $75 for the first offence, and between $200 and $1000 if the flying ice caused injury or property damage, according to the
Pocono Record.

The fines would jump to between $500 and $1,500 for large trucks if a build-up of ice on the trailer led to an injury or property damage.

The rule would not apply if snow or ice accumulated during a snowstorm that began and continued for the duration of the motor vehicle’s operation or while the vehicle is parked.

Boscola’s bill has gained much notice since the death of a woman driving on U.S. 209 who was killed when ice fell off the roof of a tractor-trailer, the Pocono Record reported. The ice crashed through her vehicle’s window, killing her instantly.

The truck driver apparently continued driving, unaware of what had happened, and has not yet been identified.
