Phase 4 of ACE e-Manifest takes effect at Champlain border

WASHINGTON — U.S. Customs and Border Protection says that “Phase 4” of the Automated Commercial Environment (ACE) e-Manifest program for truck shipments will begin this at the Port of Champlain, N.Y.

Starting on September 1, 2006, CBP will commence enforcement at the port regarding the receipt of advance cargo information under the Trade Act.

If CBP has not received advance cargo information, the option for a truck to be referred to secondary inspection will be restricted to carriers that are ACE e-Manifest participants, meaning they have transmitted the manifest information to CBP electronically for the shipment.

If the carrier is not an ACE e-Manifest participant and CBP has not received the cargo information prior to arrival of the truck, CBP will not allow entry to the U.S. and will order the truck be returned to Canada until the advance cargo requirements have been met.

Phase 4 enforcement procedures began on June 15, 2006 (delayed from May 15, 2006), for almost all other border ports that began testing truck e-Manifest under ACE.
